  • 1. GENERAL

    The programme of INTRANSLAW Zagreb 2015 is based on the active cooperation, transfer of knowledge and exchange of best practices between all relevant sectors relating to the transport industry and the transport insurance market: carriers/operators, infrastructure administrators, insurers, investors, state administration, justice, academia, NGO’s etc. The concentration of knowledge and experience of the participants from all the sectors and modes of transport, as well as discussions on topical issues and problems may lead to faster and more efficient problem solving and contribute to the development and better understanding of EU transport law and transport insurance law for all stakeholders.

    3. FORM

    The conference activities will be organised in the following session types,

    Plenary sessions: presentations by several distinct keynote speakers from EU institutions (EC, ECJ, etc.) opening the conference. This part of the programme will serve as an introduction in which the main questions and issues will be raised, to be followed by a discussion on more specific topics, including the participation of all relevant stakeholders in the development of EU transport law, particularly regarding the new EU member states and candidate countries.

    Thematic sessions: starting with a presentation by an invited speaker (a leading professional/expert), these sessions will feature presentations of the participants (academics and professionals) whose proposed topics and abstracts have been accepted by the Conference’s Academic Committee, concluding with a closing discussion. The sessions will focus on certain more specific topics. A special session is reserved for the presentations of young professionals and academics dealing with various topics of transport and insurance law with a view to stimulating academic development in the field.

    Panels: presentations by invited speakers only (leading professionals and experts) followed by a discussion. The panels will focus on certain more specific topics.

    Brokerage session: a session reserved for short presentations of academic and/or commercial projects/activities in search of potential partners.

    INFO-LAB: a computer workshop in which an IT expert will teach the participants how to efficiently search relevant Internet databases for resources concerning EU transport law and the accompanying documentation.

     

    4.CONTENT

    The Conference programme is divided into three main thematic units within which the more specific topics and problems are presented and discussed in thematic sessions/panels dealing with the various modes of transport and the transport related activities:

     

    EU transport strategy and the role of EU transport law (ETL), in particular:

    • Geostrategic positioning of the transport and transport insurance markets of South – East Europe and its role in combating the economic crisis;
    • Transport corridors in SEE and the Trans-European Transport Networks (TEN-T);
    • Recent developments in ETL and their impact on the transport industry and the transport services market;
    • ETL as a means for the implementation of the EU transport strategy (White Paper);
    • Experiences of the new EU member states in the harmonisation of national law with the acquis communautaire in the field of transport, and the repercussions of such harmonisation on the whole system of transport and insurance law;
    • Influence of the ETL developments on the global harmonisation of transport law and its position in relation to the sources of international and domestic transport law;
    • Case law as the source of ETL and the role of the courts in the implementation of the acquis communautaire, etc.

     

    Legal challenges of the EU transport market in the time of economic crisis, in particular:

    • Impact of the harmonisation of national transport law with the acquis communautaire on the competitiveness of the transport industry in Croatia and in the SEE region;
    • Influence of the strengthening of the single market on transport services and global relations
    • Competitiveness and social dialogue;
    • Competition, sector-specific regulation and the single transport market;
    • State aids and public service obligations (PSO);
    • Transport insurance in the legal framework of the modern and liberalised single EU market;
    • Strategic financing of the transport industry (service providers and infrastructure);
    • Sources of finance: EU funds, international finance institutions, foreign and local banking sector;
    • Strategic determinants and limitations in transport investments;
    • Horizon 2020 and transport;
    • Project finance: procedures, institutions, strategies;
    • Passenger rights as a factor of competitiveness;
    • Specialisation and training of judges and its influence on the competitiveness of the industry, etc.

     

    Safe, secure and green transport, in particular:

    • Safety and security management systems in transport and the region of SEE (SESAR, FABs, SafeSeaNet etc.)
    • Impact of the safety, security and environmental protection regulations on the competitiveness of the industry;
    • Implementation of the safety and security regulations and the human rights protection;
    • The role of transport insurance;
    • Public transport, etc.
